Hello dear sanjeev,
It feels good to see your concern about your mother. It seems that your mother is having recurrent episodic headache along with retro-orbital pain(pain behind the eyes). Most likely diagnosis in such a case is migraine.I will mention certain cardinal features of migraine and its for you to see whether your mother has them or not.
1)Throbbing(pulse like)headache usually on one side of the head, but may change sides in different episodes.
2)Associated with sensation of vomiting
3)Associated with photophobia(headache increases on exposure to light) and phonophobia(headache increases on exposure to sound like talking with others, watching tv or any kind of sound).
4)Has aura-mostly visual aura like seeing flashing zig-zag lights, distorted shapes of objects or dark circle in field of vision
5)Usually increase with some trigger factors like stress, sunlight, tea, coffee, cheese or any other stressor(actually patient has to make active efforts to realise what triggers his or her headache).
So,see whether these symptoms are present in your mother.

Other causes of primary headache can be-tension type headache or TTH(usually associated with stress, diffuse on both sides of head, improve on talking with others or engaging oneself in some interesting work,no history of nausea, photophobia or phonophobia).
Other primary headaches can be cluster headache, paroxysmal headache but they are not common.
You need to visit a neurologist and may be if he feels so,a brain imaging like computerised tomographic scan(CT scan) or magnetic resonance imaging(MRI) of brain can be done to rule out secondary cause of headache.I hope it guides you in further course.
