Suggest Treatment For Persistent Blocked Eustachian Tubes

Sir my Eustachian Tubes are blocked. I have consulted various doctors for the same. Most of them told me that due to humid environment they are blocked. They all suggested me to take Otrivin and some other nasal spray and also to inhale steam and to perform an exercise where I have to hold my nose and blow air through mouth while mouth being shut so that tubes open up. I have done all this but the tubes get closed/blocked again just after I finish exercising. Then some other doctor diagnosed that there is deviation in septum on the left side of the nose and because of this deviation the tubes got blocked and that I would have to undergo surgery to fix this. Sir I request you to kindly suggest me what to do and can there be a blockage in the tubes because of the deviation and can surgery fix it.
