Suggest Treatment For Painful Penile Erection

I want to know whether i have paraphimosis or frenulum breve. When i have erection then when i pull my skin back it is difficult and i feel stretched and in pain but there is no swelling and if i do with care then i am able to pull it back the head. Once behind i feel stretched and the foreskin does not come back to original position automatically. I have to do it manually. Is it frenulum breve or paraphimosis?
