Suggest Treatment For Inability To Pass Urine

I am not able to pass urine or have a bowel movement. My rectum is closed tight. I think it is from a prolapsed bladder and possibly a prolapsed rectum. It has been going on for 7 months. If I take laxatives and the stool is water, I can pass it. Help!
