Suggest Remedy For Reducing Hip Size

I dont know if this is a problem or not. But i know it is to me. I dont really know who to talk to about it or what kind of doctor to speak to. I'm 20 years old. And i have very wide hips for a guy. I have a hard time putting on weight and and it doesn't seem to matter how much i work out to bulk. My weist get smaller and hits wider. I'm 6'1 160 pounds. I guess my question is...how can i fix the problem.
