Small Swollen Bump On Middle Finger. Not Gone Even After Treatment. Skin Infection?

I have a small bump on my middle finger just where the knuckle is. The bottom bit of the finger is swollen and has small hair on it (smaller than most fingers.) My doctor said it could be a skin infection but it has been like that for months and still hasn t gone even after recommended treatment. Any ideas what it could be?

It is unlikely to go - except by surgical removal
