Red Bump On Lower Back Of Head, Itchy And Red, Nevus Sebaceous On Scalp. Cause?

My son has a red bump on the lower back of his head. He's had it for about 5 weeks now. It's itchy and red and when you touch it it feels like there's a little ball inside that you can move around. Doctor had me put ab ointment but it's still the same. My son also has nevus sebaceous on top of his scalp. Can that be a cause for the itchy bump he got?

There are a lot of things which can present this way. As dermatology is mainly a visual field I need to see the lesion to opine. I don't think that it is related to nevus sebaceous.
