hi welcome to hcm, seminal discharge is a normal phenomena of all adult after puberty . Slight stimulation of genitals some time causes discharge and it does not have any side effects to your health . Sexually transmitted disease has no association with it ,the next part of your problem is indicative of some kind of infection ,normally a dermatologist will help you in detection of infection and antibiotic treatment . Maintainence of hygien by regular cleaning of area ,clean under garments are of great value .hope i replied your query . Regards -team hcm .
