Patches Of Missing Hair In Beard And Public Area, Recurring Itching And Burning Genital Area After Shaving. Relief From Anti Itch Cream. Any Reason?

My husband has patches of missing hair from his beard and pubic area. He also has itching burning genitals. He has used over the counter anti itch cream which has helped with the itching and burning. However, when he shaves, the problem with the itching and burning comes back. I am wondering what can be causing this.
