My Mother-in-law, Who Is 71 And A Type II Diabetic,

My mother-in-law, who is 71 and a type II diabetic, has been having skin trouble for the past several months. It is an issue that seems to ebb and flow, and is characterized by redness, irritation, some scaly/rough/peeling. She will not see a doctor, but it is seems to be spreading and she has tried lots of home remedies and OTC products to fix it that seem to just make it worse. It has caused her to be housebound, as 1) she is now self conscious about how she looks and 2) feels she has to stay on top of it with her home remedies/OTC treatments to keep it at bay. I have a picture.
