Hello, Welcome to healthcare magic. Your mother seems to be having a chronic eczema called lichen simplex chronicus. It is made worse by scratching. You could ask her to use s mild topical corticosteroid cream for about 2 weeks along with an oral Antihistamine tablet. Once the itching subsides, she can use good moisturizers to prevent further lesions. But the most important aspect of treatment of this condition is to break the itch scratch cycle. Please tell her not to rub or scratch the area. Hope this helped. Take care.
