Hello!

Thank you for the query.

This jelly like substance is most likely a mucus. Intestine constantly produce the mucus what helps with stool passage. And this production does not stop with constipation. Due to lack of stool, mucus only appears as a bowel movement (as it is still produced).
Irregular bowel movements (diarrhea and constipation alternately) can be a very serious symptom. Especially if you are older than 50. So is blood in stool.
It can be caused by colon cancer (if you are over the age of 50), inflammatory bowels disease (if your are younger), chronic bacterial infection.

I suggest you to visit your doctor and if you are over the age of 50, have colonoscopy done. If you are younger, stool tests should be done at first.

Hope this will help.
Regards.
