Is Tingling And Numbness In The Hands And Feet Related To Diabetes?

I have tingling and numbness in my hands and feet often while in a sitting position. I have just recently been diagnosed as having minimal plaque in my arteries. I am overweight about 35 pounds. I am 63 years old. There is a family history of diabetes. I have dark urine the first few times I go in the morning.
