Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

Almost all cancers have genetic basis. But it is not mandatory to have cancer if your parents had cancer. Actually cancer etiology is multifactorial. Genetically susceptible individuals on exposure to other agents like tobacco develop throat cancer easily. So that girl is not going to develop throat cancer 100%. But she is definitely at risk of developing throat cancer if she start smoking or tobacco chewing.

Hope I have answered your query. Let me know if I can assist you further.
