Is It Normal To Develop Pubic Hair At The Age Of 11?

My 10 year old daughter who will turn 11 in July has developed pubic hair which I didn't expect for her to develop for another two years. Is this normal? When should I expect her to begin her menstrual cycle and how should I prepare her before she starts?

This is a fact that now a days the age of puberty has shifted from 14-15 years to 12-13 years now.
its normal for an 11 years old girl to get pubic hairs.
menarche i.e menses should be expected around 13 years.
