How Can Low TSH Levels, Weight Gain And Hair Loss Be Treated?

I had a low TSH blood work and 1 month later I had a normal TSH I have a history of depression and anxiety. I have weight gain and thinning hair. Sometimes my voice is so low people cant hear me. These symptoms come and go. Should I take synthetic thyroid hormone since my blood work changes low then normal
