How Can Itchy Bumps On The Bottom Of The Feet Be Treated?

I have these bumps on my feet. My first set of bumps are located on the bottom of foot below middle toe. There is itching and some burning until I open them and clear liquid comes out and looks raw after opening then calluses over. Then I have to remove calluses before it will heal. Now the side of my foot from my little toe down to the middle of side of foot is full of these bumps. I have been using athletes foot meds also antibiodic creams. What is this and how do I get rid of it.
