How Can High Blood Pressure Along With Chest Pain Be Treated?

My fiancee is disoriented and his blood pressure is 146/104 And his oxygen was reading 70 with a pulse of 54 he is only 31 and having chest pains and can t hardly breath but is refusing to let me take him to the hospital what can I do or what should I do

bp is 146/104....pulse rate is 54 and he is facing difficulty breathing . the most dangerous thing is low oxygen ..he needs urgent oxygen and other medications ....he may be asthmatic ...please rush to emergency
