Have Itching On Scrotum And Inner Thighs, White Sticky Substance, Smells. Used Cortisone

i have developed severe itching on my scrotum and inner thighs. sometimes i can rubbed the area w/ my fingers, in order to avoid scratching and causing bleeding. a white sticky substance comes off quickly, balls up, and dries quickly. sometimes it really has no smell, but sometimes a very wet, yellowish or clear liquid is present on my rt inner thigh. it is very sticky, smells very, very much like sardines. not really a cheesy smell. it dries so quickly, when wiped away, it make is stick to the tissue or wash cloth. this problem started about a year ago. a girl friend let me use some kind of cream on an bump and itch on my upper hip. she had used it for female itching, as her doctor had given it to her. could i have gotten this from her. we were never sexually active in any way. the odor is limited to the small area between my scrotum and thigh or perhaps at the lining, where my underware meets my stomach. i can wash in the shower, and still have the liquid present, but no odor. maybe 24 hours it goes away. a few days w/out it, and then it begins another cycle. i have tried 2.5% cortisone, but it doesn't do anything to stop the odor, but helps some w/ the itching. have tried setting a fan where it will blow on the surface, while i slept. and wearing no underwear.

From your description, it is very possible that you must be suffering from a type of skin infection which will require antibiotics to get rid of it. Using topical steroids only will not be very helpful. Looking at the locations of the infection, I suspect it might be folliculitis. Folliculitis is the infection of hair follicles by bacteria such as staph or strep.
What I recommend will be topical antibacterial cream such as baneocin + neomycin creams with additional oral antibiotics such as doxycycline or cloxacillin. Antihistamines such as chlorpheniramine can help with the itching. Oral steroid such as prednisone can help with inflammation and itching.
Some of these drugs will require prescription. Your doctor might provide different optional drugs.
I will not recommend that you attempt home treatment and also make sure you see a doctor as soon as possible.
