Have A Lump In The Breast. Had Breast Cancer In The Same Breast, Had Treatment And A Surgery Earlier. Will Breast Cancer Reoccur?

My mom was diagnosed with stage 3 breast cancer in her left breast two years ago. After a year of chemotherapy, radiation and medicinal therapy, she had a double mastectomy and the effected lymph nodes removed. After the surgery, she was told she was in full remission. This last week, she noticed a small, moveable lump in her left breast (in the same spot as the original lump) and is concerned this could be a cancer again. What are the chances this is cancer again and if not, what else could it be?
