However, goosebumps can be a sign of a medical condition like:

Keratosis pilaris. A harmless and common skin condition that creates the look of goosebumps on the skin for long periods of time.

spinal cord injury.

Chills. For example, those associated with fevers caused by
influenza.
YOu have a past neck issue,so, in my opinion there is the root cause of your problem.It can be probably Autonomic disreflexia but this is only a suggestion.
I suggest to consult physically a
neurologist in your area for the right diagnosis and treatement.
Anyway i want to say that you have no reason to be worried.
Your full blood panel and hormone panel are normal,so it is evident that you are a healthy person.
