Feet, Legs Swelling Due To Water Re Tension, Took Furosomide. Permanent Cure?

My feet and legs have been swelling for years due to water re tension . I take 40 mil of furosomide and it helps keep the swelling down so I can get my shoes on. Today there is a rash on both feel and all the way up the legs to my knees. I have also been taking hydrocodone 5-325 2x a day for the pain in my arms. I need a shoulder replacement and am scheduled this week to see the surgeon and set the date.
