Do Cardiovascular Exercises Help In Muscle Recovery?

I have a question regarding cardiovascular training and muscle recovery during and post exercise. I know that the more you train your cardiovascular system the better it will become at supplying oxygen and nutrients as well as getting rid of waste. So my question is would you find that having a stronger cardiovascular will actually aid in muscle recovery in between sets of resistance training as well as reducing the amount of time a person feels DOMS? I understand resistance training is an anaerobic method; however, recovery of tissue might have its effectiveness dictated by the efficiency of the pump working. Thank you for your help.
