Hi,in case of transverse lie there is no role for natural vaginal birth. Its highly unlikely for the baby to rotate so close to term.such patients should not wait for labour to begin especially with extra fluid because if membranes rupture there can be sudden rush of fluid and arm prolapse which can be fatal for the baby.in my opinion you should go for elective c section and this is the right time for it.
take care and all the best.
