Diagnosed With Malignant Breast Tumor, Ductal Carcinoma. Not Spread To Lymphatic. Prognosis? Stage 0?

My sister was diagnosed with a 0.6 cm malignant breast tumor. Of the three options she may have is breast surgery, radiation therapy, or combination of both, and hormonal therapy such as tamoxifen. The exact diagnosis is ductal carcinoma. What is her prognosis? Is she in stage 0 ? It is also non-invasive to her surrouding neuro system and has not spread to her lymphatic system.
