Your diabetic mother developing anemia , edema ( swelling of face and legs) can indicate that she is having chronic (long standing ) kidney disease.

It can be detected by checking urine for presence of albumin.
Is she also having high blood pressure
? In that case the edema could be due to congestive cardiac failure ( weakness of heart leading to inability to pump adequate blood.) Some drugs for Blood Pressure also can cause edema.
Do get an ECG and echocardiogram done.
The cortical cyst in kidney may be unrelated to disease.
The fatty liver may indicate poor control of diabetes. Also check fasting lipid profile.
