Could The Shortness Of The Femur Bone Be Hereditary?

my daughters scan who is 17 weeks pregnant with identical twins shows in one baby the femur is very short she will get a 3d scan this week ,everything else is fine but the baby is a bit smaller we are very worried if this could be downs syndrome and if the other baby will also have it.my dad and aunt were both born with a short leg could this be heredity.
