Child Has An Inflamed Foreskin. Tried Diflucan. Advised Circumcision. Was Swimming. Infection?

My 9 year old son has an c no creams( we tried bacitracin and clotrimazole/betamethasone) help him. It's been going on for about 4 months. Dr tell us to see a specialist, dermatologist referred to urologist. Just came back from a urologist who said we need to see a dermatologist. We even tried diflucan 150 mg. He never had any problems before with his penis, not even a yeast infection when he was a baby. We are told that he needs circumsiosssion but no one can tell us what is causing this. Why this is happening now and why it's so persistent. His hygien has always been the same. He is on a swim team for two years now, so it's probably not the chlorine? It started beginning of February as a red inflamed foreskin around the tip of his penis. It stayed inflamed all this time, no matter what we tried. I am scared now

Can the foreskin be retracted? If not then he has a condition known as phimosis. Smegma may collect and get inflammed which may give rise to the tip being inflammed. Circumcision is the treatment for such a condition.
