Can Inward Knees With Low Hip Rotation While Walking Be Rectified?

Hi I have always walked sorry of funny. My knees go slightly inward but I wear my shoes out from the outer edges. I have low hip rotation and it s never been comfortable sitting in the cross legs position. I am wondering if there is a way to correct it before I have many more problems. When sitting with my legs forward my feet tend to face inward not straight. I don t know if it s a hip, ankle or knee issue
