Can Hand To Genital Contact Cause HIV Transmission?

I AM CONFUSED FROM WHAT I READ ABOUT HIV TRANSMISSION VIA HAND TO GENITAL CONTACT. IF THE HEAD OF THE PENIS IS A MUCOUS MEMBRANE (WHICH I GUESS IS A PIVITOL ASSUMPTION IN MY QUESTION, AND SOMETHING ELSE I AM UNSURE OF), AND BODY FLUIDS INCLUDING BLOOD CAN GET ON THE GLANS, THEN WHY IS RISK SO LOW?

Hand to genital contact have very negligible chance of hiv. Hiv can spread mainly by sexual contact, blood to blood contact or from maternal to child. Concentration of hiv virus is higher in seminal and vaginal fluid as compare to other body fluid. It contact with genital organ leads to hiv transmission.
