Can Drug Consumption During Pregnancy Stunt The Baby's Growth?

Yes, my daughter-in-law took drugs the entire time she was pregnant. I was so worried the baby would be deformed in some way. She is now one year old and seems normal, but I do have one concern. She was 19 inches when she was born, and has only grown 3.5" in one year. According to things I have read, children should grow 9-11 inches in their first year. Should I be concerned????
