Can A Person With Liver Cirrhosis Travel To Another City For Treatment?

Hi, my uncle has been diagnosed with esophageal varices and liver cirrhosis, he is also a patient of diabetes, the current doctor has given him medication for 2 weeks and then wants him to go for further tests. Can he travel (fly) to another city for treatment? he has also had problems of lightheadedness.
