Regarding your query for nasal congestion, chronic bronchitis, coughing phlegm and shortness of breath, all these symptoms are indicating that your upper and lower respiratory tract is involved in disease process. Thus this is most likely allergic involvement but superadded secondary infection may be there to turn phlegm to deep yellow and brown coloured. I would like to suggest you to please consult any chest physician / pulmologist for detaile examination and management of the real pathology.
