welcome to healthcare magic ....
1)There has been no medical research into the role of garlic and onion therapy in hair regrowth , so its difficult to comment on their role.
2)Hair loss , unfortunately has not many effective treatments.
3)Minoxidil , Rogane both same helps hair regrowth , need to apply it locally twice a day with cotton , effects if any will only be evident by 6-8 months of treatment.
The efeects are not universal i.e not everybody grows hair on its application, majority do , but still a good chunk do not make it.
4)Tab finasteride 1 mg daily - also helps but is just supportive to minoxidil.
5)Most effective and trusted till date is ahir transplant , which can be done in INdia , with good results and a comparitively cheaper price too.
My suggestion - get few basic tests like - Heamoglobin levels and thyroid levels if normal , use Minoxidil 2 % local application for 6 months by when you will know weather it works or not , if not then go for hair transplant.
