Emotions and behavioral disorders are usualy acquired in the course of life ( due to some stressor, or addiction or accident etc.) ; while learnig disability is usually a developmental problem ( present usually from birth).
Emotional and behavioral disorders or their symptoms can be related to or affected by surrounding situations or stressors; but this is not in case of learning disorders. A child with learning disorders has difficulty in performing ( in reading or writing ) at all situations.
The former can be treated with medicines and therapy ; while in case of learning disabilty drugs are not usually useful and therapy or training are the main treatment modality.
Many a times the two can occur together. Like learning problem can lead to development of emotional and behavioral problems in the same person. So, please look into the chronology in detail and then decide.
