Question: I am 57 old men and lately observed that my resting heart rate fluctuates between 73-84 (i/n very short period of time. If I move it gets to 106-110.Last week I had an EKG and was normal and also a heart echo with EF 65% mild mitral regurgitation and grade 1 diastolic dysfunction. Last year I had a nuclear stress test and it was normal. %SPO2 is between 93-96%. Sometimes experience shortness of breath and a dull chest pain.

Actually there are no significant abnormalities in your findings. Usually 10% variations in resting heart rate is normal, yours a bit more.
Such variations and increase in heart rate with slight physical activity can be observed in overweight people, or people who don't exercise much or are too nervous.
I would advise you to follow healthy lifestyle, and your heart rate fluctuations will become less over time
