Brief Answer:
Either vitiligo or lichen sclerosus et atrophicus

Detailed Answer:
Hi
Thanks for being at healthcaremagic
According to your complaints it could be either vitiligo or lichen sclerosus et atrophicus.
In either of the condition the treatment is almost the same.
If I was your treating doctor I would recommend you to apply topical steroid like clobetasol propionate cream on the patch in the morning and tacrolimus 0.1 percent ointment on the affected area at night.
These are prescription drugs and you need to see the doctor in person to get them.

Dr Asmeet
