Question: Very weak, very sweaty, and having a hard time walking. Does he need to go to emergency room?

I appreciate your concern

Based on your description hypoglycemia should be treated as the profuse sweating and genralized weakness points towards hypoglycemia.

If he can take orally then some sweets should be given. If there is confusion or inability to take orally then he should be rushed to an ER to get iv hypertonics / 25 % dextrose administered. Based on the clinical evidence other causes would be addressed accordingly as well.
