it is not a rash. it is spots under the skin almost like freckles but in places that are not exposed to the sun. no other symptoms and they fade and come back. I only happened to notice them while using the bathroom and saw them on my arms and legs.

Image of the affected area would have helped me better.

Anyway based on your description, the parts affected and the season I suspect it to be hyperkeratosis. A form of dryness in the skin. A moisturizer would be of help here specially on with aloe vera extracts in it.

Applying the moisturizer once or twice will reduce the sports considerably. Do try the same. If not subsided, please try to attach an image of the same.
