What Causes Shortness Of Breath While Resting?

Question: Ive been having shortness of breath occasionally and im usually sitting still when it happens. I check my spo2 levels when it happens and my oxygen level is good. I dont smoke. My biggest fear is that its a pulmonary embolism. Would my oxygen levels be low if it was a PE?
