Brief Answer:
Betroot tongue is likely to be due to Vitamin deficiency

Detailed Answer:
Hi
Welcome to Healthcaremagic
Greetings of the day
Dear Ms

Bed root appearance of tongue is likely to be due to Glossitis. It is likely to be due to associated vitamin B complex deficiency. Also if there is associated severe pain possibility of Oral thrush needs to be considered. I would suggest you the following

1. Oral Multivitamin supplements

2. Antifungal lozenges like Nystatin for chewing will take care of it

Regarding the rash over legs I would require following additional information

1. Where is the exact location of rash ?
2. Is it associated with itching?
3. Is there any discharge?
4. Providing clinical photograph will be helpful as exact diagnosis of skin condition requires thorough visual examination.

Awaiting your response

Take care
