What Causes Painful Small Lumps On Shaft Of Penis?

Question: I have two small lumps like by my vein on the right side of the shaft of my penis. It hurts if rubbed. Almost feels like a rock in between your hand and penis. They have been there for 2-3 weeks now. I can find them with no erection but it's easy to find them with an erection. What could this be. I have not had any new sexual partner in 3 years and I've been tested for all std's a couple months ago.

So it's not cancer or anything like that I should be concerned about. Like I said just feels like two tiny bee bees under my skin by the vein in the shaft on my penis.
