Brief Answer:
The child needs thorough hearing evaluation before anything else.

Detailed Answer:
Thanks for asking on HealthcareMagic.

The first thing to look for is whether hearing is intact. Take a bell, take it to his side such that he cannot see it, and then ring it. If the child turns his head towards the source of the sound, you can assume that hearing is ok but otherwise, it has to be investigated and managed. If hearing is intact, other causes need to be looked into. He needs a thorough speech and hearing analysis and I strongly suggest that you visit an appropriate centre for the same.

Please do not ignore it. Early detection and early intervention can improve the prognosis.

Hope it helps.

Brief Answer:
Your chiild needs a thorough developmental assessment.

Detailed Answer:
Thanks for asking back.

The development of a child occurs in a number of parameters - gross motor, fine motor, cognitive (read:mental), personal-social, receptive language and expressive language. Sensory inputs play an important role in such a development. Needless to say that your child needs a thorough developmental assessment followed by appropriate developmental interventions. Encephabol may be given but medicines would not play a major role in this regard. The main thing to do is to stimulate the developmental milestones in sequentcial manner.

You need to be in regular follow up of a child development centre. Most often they also have facilities of hearing and speech impairment detection and intervention.
