It is very common finding after surgery of inguinal hernia.
wait for 2 weeks if you still having blood in semen than revisit your doctor.
But blood particles in semen for a week after the surgery is normal finding.
So do not worry.

But I had the surgery 1 month back. I haven't had an ejaculation since then but yesterday after masturbation I found small red particles in my semen. Also I had conginital hernia and my surgeon told me that he has to open my testicles from the sac and had to clean the fluids out. I still have my left testicle hard. But it is improving day by day. Now IM worried about this red particles in my semen.

thanks for providing some more information.
If condition is improving than wait for a week, and do ejaculate frequently. Take some antiinflammatory and analgesic drugs after consulting your doctor to reduce pain and inflammation.
If it is improving than i think no need of surgery.
Go for a Doppler ultrasound of testis to find out proper blood supply of testis.
