I looked carefully at the picture you posted.
I will need some more information in order to give a more accurate answer, because that is not a common place to develop a wart in general.
How much long ago you noticed it? Has it grown? Is it painful? Does she have others in her body? Has it ever been inflamed? Any other thing you may add, connected to it?

I think, from the looks of it, it is more a mole/skin tag then a wart.
A wart is a collection of dead skin, and from the photo it looks quite red to me, so looks like a mole. But, I cant tell it for sure, since I have no possibility of palpating/touching it.
Applying the cream wont damage, even if it is a skin tag, but in that case it may start bleeding, because the tissue under it is not dear like in the case of a wart.
Corns/warts which are over the skin, may be scraped by a scalpel and removed the dear skin that is over the skin, layer by layer, up to the level of pink, not hard skin comes into surface.
Do you think, the skin you touch while touching the lesion is hard that if you cut the surface of it, it will not bleed? If not, then do not apply the patches that are used for warts, because it will damage the normal skin there.
so, considering the insecurities of diagnosing it with just looking at it, without the other part of the exam (touching/feeling it), I would suggest to send your daughter to a dermatologist/GP.
