Brief Answer:
It is breast engorgement or infection.

Detailed Answer:
Hi,
Welcome to Healthcare Magic.
I am Dr Ramadevi Wani. I will be answering your concerns.

How far pregnant were you? If you have miscarried after 3 months of pregnancy it is possible that this pain and tenderness in your breast could be because of milk production in the breast ( breast engorgement). Correct fitting bra and cold compresses will relieve the pain. It will subside in 3-5 days time.
If there is redness and you feel unwell , you may be developing mastitis ( infection in the breast). In this case you need to be prescribed antibiotics.

First consult your doctor to find out whether it is breast engorgement or infection so that right treatment can be given.
The HCG level usually takes 3-4 weeks time to return to normal.
If RPOCs are few, they usually get expelled on their own.
If you have any further queries, I will be happy to answer.
