Question: My wife woke up in the middle of the night with dizziness and tingling in in arms. Is this a sign of heart attack.

Dizziness with tingling or numbness can be a sign of angina,Age of your wife is 61,Hence you should consult a cardiologist ,Few baseline tests like ecg,2d echo and cardiac troponins should be done to rule out whether dizziness was because of coronary artery disease as many other problems like Cervical spondylosis also can present with dizziness and tingling.
Dizizness with tingling are though not classical feature of angina but patient can present with it.
I would advice to to visit nearest ED and get the tests done to rule out angina or myocardial infarction.
Follow up with reports.
