You have nothing to worry about this. Public speaking is an art. As in the case of every art form, it needs practice to come into perfection.
You should try to remember occassions from your life. You complain that you are unable to speak even in front of 4 to 5 people. Is it true? What about a small gathering of your friends? Family members? You must have been gone through these situations numerous occassions and I am sure that you handled those occassions very well. In fact you had no anxiety.
That is from where you gain confidence. Now you have public speaking problem limited to official gatherings, or some occassions where strange people are sitting or in a public function etc. In such gatherings every speaker or orator should be anxious about what he says. He has to rethink twice or thrice. Otherwise such a gathering might disturb him. Now the orator prepares well in advance. Then speaks. Unexperienced orators have their tongue dry. That is why they have water on the table.
I mean to say that the problem you are mentioning is very common and there is nothing to worry. Simple methods should clear you.
1. You have apprehension about public speaking. You are anxious about your ability. Troubled by the thought or speaking. Never actually happened.
2. Get up and speak inn friendly gatherings.
3. Go to empty class rooms and speak loudly.
4. When there is a public occassion, just walk on the stage many times. Before and after the meetings.
5. Before Office meetings prepare well. While addressing, look at a far object. Do not look down or look at your boss's face.
6. Keep water handy.
These are simple techniques anybody can use. If you send me more details about your problem I shall try to address it in your perspective.
Good luck.
