Hello,

if this is a very recent symptoms then perhaps an upper respiratory tract infection or allergic reaction can be blamed. Do you have a history of asthma for example?
Otherwise (or if it is a long-standing symptom) then an ENT (ear-nose-throat) specialist should evaluate your throat and larynx and perhaps also order a chest X-ray if the direct visualization of the upper respiratory tract won't help.

I can't suggest any treatment without a diagnosis, so the investigation has to be done first.
