Question: My stepmother is 68 y/o and takes no meds. She has low blood pressure and was recently dx with eczema (it's really bad and the meds she has been given aren't working). Her hair is falling out in small clumps. She is under a lot of stress. Outside of teaching her to change her diet and eat clean and stop drinking so much (which is a battle), what else may be going on?

Brief Answer:
many many possibilities.

Detailed Answer:
and... the most common statistically is bad, horrible nutrition. This is not one particular vitamin (although many have been implicated in hair) but mostly how many calories and how much protein. A one a day vitamin making sure there is enough THIAMINE and a decent amount of just plain food and protein. A standard dietary supplement (ENSURE) rather than a high priced one is more reliable. Remember there are about as many quality controls on nutritional supplements as there are on farmer's market produce (but the supplements' quality is NOT visible!).

There can be medical conditions: abnormal thyroid, diabetes, anemia, auto-immune disease, cancer, liver/kidney/heart/lung failure that could do this. Mostly, they would also have other signs. I have to say, I see these in hair loss far less commonly than I see malnutrition (espcially malnutrion associated with alcohol). Also, medications could cause hair loss, but they are not commonly associated with it.
